Emile Vandervelde (1866-1938) He was awarded PhDs in law, social sciences and political economics. He was a lawyer and professor at Université Libre de Bruxelles. From 1894 on he was a member of parliament for the Belgian Workers Party, of which he became president in 1933. In 1900 he became president of the Second International. He was Minister of Justice (reformed the prison system), Minister of Foreign Affairs (contributed to the elaboration of the Locarno Pact). The law to curb alcohol abuse bears his name.
