François-Charles de Velbruck (1719-1784) Prince-bishop of Liège from 1772 till 1784, Honorary Worshipful Master of La Parfaite Intelligence. Velbruck was an enlightened prince who founded a public library, a school for midwives, an academy of fine arts, a free school of mechanical drawing, a literary society, l'Emulation. He tried to reduce the fiscal privileges of the nobility and clergy.
